You can paste the next BP over the existing one and upgrade to the next stage. I, II, III I use low tech on purpose so the BP unlocks as soon as possible. Once you get heavy oil cracking you can delete the storage and give the pipe an alternative path for expansion. The refinery can be expanded on one side with additional collumns.
