The facility is designed for waste disposal and, in the process, extract all possible useful resources from seawater ( primarily water ) for use in industry and agriculture. It represents a logical evolution of the Hydrogen Fuel Cell concept https://hub.coigame.com/Blueprint/Detail/613. But at the same time, it is a completely independent unit. All they have in common is the size and functional features.
The facility is roughly designed for a population of 8-10k.
Note: If you have population of 4-5k, you can pause the building of 1 Incineration Plant and 3 Thermal Desalinator located in the right block.

Nearly half of the electricity is consumed by the chlorine electrolyzer, which means that without it, the system is actually quite energy-efficient.
