Settlement Anarchy removes the rigid physical attachment rules from Housing,
Town Services, and Settlement Decorations while preserving their normal
gameplay requirements.

GLOBAL SETTLEMENT ECONOMY
=========================

All player Housing shares one global vanilla Settlement economy. Physically
separate cities can function together anywhere on the island without needing
to form one continuous settlement grid.

Population and Housing inspection panels show the combined totals for:

- Population and housing capacity
- Food, water, and wastewater
- Electricity
- Household goods and appliances
- Consumer electronics and luxury goods
- Computing and internet
- Hospitals and healthcare
- General waste, recyclables, and biowaste
- Settlement health
- Unity generation and capacity

Exterior, interior, and bridge Housing can be removed without forcing the
surrounding city to remain physically connected. Unbuilt Housing plans can
also be removed. Any Housing building may be removed while another remains.

Settlement Anarchy can be added to an existing save. A mature Settlement that
has already accumulated part of a month's statistics may finish that month
before every Housing building first appears in the shared totals.

TOWN SERVICE ANARCHY
====================

Town Services can be placed anywhere without connecting them directly to
Housing. They still serve the global Settlement economy and retain their
normal inputs, outputs, storage, capacities, needs, satisfaction effects,
workers, power, maintenance, and logistics requirements.

Free placement does not provide free services. A larger population still
needs enough markets, water facilities, hospitals, waste collection, and
every other service to meet its total demand. Properly registered modded Town
Services should receive the same detached-placement support automatically.

The final Housing building is protected until all remaining Town Services
have been removed.

DECORATION ANARCHY
==================

Settlement Decorations no longer need to be snapped to Housing to provide
their Unity bonus. Nearby Housing receives the bonus whenever it is inside
the Decoration Radius, allowing freely offset layouts and small gaps.

Decorations must still be fully constructed. Placing several Decorations
together does not multiply the same bonus on one Housing building; the game's
normal strongest-bonus rule remains active.

Decoration Radius is recalculated after relevant placement, deconstruction,
movement, rebuild, and load events. No continuous proximity scan runs during
normal gameplay.

SNAPPING GRID TOGGLE
====================

While placing Housing, Town Services, or Settlement Decorations, click the
placement-toolbar toggle or press G to enable or disable snapping. Snapping
remains available whenever it is useful as an alignment helper.

The keybind can be changed under Escape Menu → Controls in the
Settlement Anarchy (Mod) section.
