Parking lots are not building

Hi! Parking lots stuck and do not buil up. I use latest verisons of COI, and all Mori+ mods. If I click them - nothig appears

It happens when I put them in Planning mode. In normal mode it works well

You can click the "Yellow" Node. Then you get the building menu.
